The main aim of this advice note is to offer guidance on the implementation of the “New Policies and Initiatives” clause in local authorities’ Welsh language schemes. Mainstreaming is now the term used to describe the work undertaken under this legislation. Accordingly, the document also offers general guidance on mainstreaming the Welsh language and with regard to promoting the language in policies, initiatives and activities.

The document is in two parts as follows:

• Part 1 – guidance on elements of mainstreaming and the procedures which should be in place to facilitate the work.
• Part 2 – guidance on assessing the impact of activities on the Welsh language

This guidance is primarily aimed at local authorities but the advice was adapted for organisations in the Health sector in 2009. The core principles are relevant to every public body that operates a Welsh language scheme.
