The Board believes that adopting voluntary language schemes and polices is a valuable method in planning and developing bilingual services. During the 1990s the Welsh Language Board financed a language development project located in the WCVA. One of the results of that project was the publication entitled 'As Good as our Words'; namely the good practice guidelines for developing use of the Welsh language and language schemes in the third sector. With the co-operation of WCVA, these guidelines have now been re-launched in CD ROM format.
The Board is keen to help any voluntary body that is enthusiastic about developing Welsh language services. However, as the sector is so large and diverse, the strategic plans will need to prioritise specific groups. We note our priorities as regards key target groups below. We will explain under points 3 to 6 how we will set about working with the groups of bodies below to develop bilingual provision.
- Bodies that work on a community level that have close contact with the public.
- Large, prominent bodies which have a high profile in Wales.
- Bodies operating in traditionally Welsh speaking areas.
- Bodies which provide care and health services.
- Bodies that receive substantial public funds.
- Bodies which commission, monitor and finance services from voluntary bodies.
Due to the nature of the sector it is important to acknowledge that not all organisations wish to, or are in a position to prepare a language scheme, in such cases it may be more appropriate to prepare a Language Policy which involves less commitment. Despite this we will aim to build a close relationship with these bodies in order to assist them in increasing delivery of Welsh language services.
