Advice for Voluntary Organisations 

 

Voluntary Bodies and the Welsh Language Act

The Welsh Language Act 1993 does not place a direct legal obligation on voluntary organisations to offer services in Welsh, but these sectors become involved indirectly in some situations.

For example, private or voluntary organisations which provide care or other personal services on behalf of statutory bodies (such as local councils or health trusts) become subject to the requirements of that body's Language Scheme.

Although it is not a statutory requirement for voluntary bodies to have a Welsh Language Schemes, a number of voluntary bodies prepare and implement Schemes. There are a number of reasons for this:

  • It offers a better service for Welsh speakers.
  • It gives recognition to the bilingual nature of Wales.
  • It gives a wider access to activities.
  • It raises the Welsh profile of the organisation and recognises ownership by Welsh speakers and non-Welsh speakers alike.
  • It strengthens the appeal of the organisation.
  • It provides a more effective service.
  • It strengthens the fundraising appeal of the organisation.
  • It ensures conformity to the linguistic and cultural specifications in other legislation.
  • It demonstrates good will.
  • It attracts Welsh speaking volunteers.

Adopting a Welsh Language Scheme is good practice, goes hand in hand with many voluntary organisations' equal opportunities and customer care policies.

How to prepare a Welsh Language Scheme

In 2006 the WCVA in partnership with the Welsh Language Board has updated 'As Good as Our Words - Good Practice Guidelines'. The guidelines were first published in 1996 to offer advice to small and large organisations on developing Welsh language schemes. This new edition is a practical guide to formulating a working Welsh language policy for the voluntary sector in Wales.
