Objective, terms of reference and responsibility
The objective of the Complaints and Statutory Investigations Panel is to ensure better implementation of Welsh language schemes by preparing, in accordance with the Act, statutory recommendations to be included within reports, which will improve the range or standard of Welsh language or bilingual services.
The panel will meet as required to consider:
- findings of statutory Section 17 investigations and prepare statutory recommendations
- the Board’s complaints arrangements and complaints from the public
This panel will make recommendations under Section 19 of the Welsh Language Act 1993, having received investigation reports presented by the Board’s officers. The Complaints and Statutory Investigations Panel will act in accordance with the following principles:
- with credibility, fairness, honesty
- act on the basis of what is reasonable considering all that is relevant and nothing irrelevant
- show readiness to challenge findings when discussing evidence
- come to conclusions based on factual information; objectively and without prejudice
- act with an independent voice, without influence from other parties, circumstances around the case; or any pressure – public pressure or otherwise
- without compromising the principles of the Welsh Language Act 1993

Decisions
The following shall not take part in the process of preparing recommendations or arrangements for decision making:
- an officer involved in preparing the investigation report i.e. the development officer responsible for drafting the report and gathering evidence; a Unit Leader who is part of the management line, responsible for the standard of the investigation and overseeing directly the investigation itself
- a solicitor or professional individual, such as private consultants
- any interested persons who could influence recommendations
