Is speaking Welsh counted as a 'skill' in employment? 

A practical knowledge of a language is a skill – a useful skill for particular roles – and should be considered as such in the same way as other employment skills such as:
Personal skills,
Information technology,
Specialist knowledge.

Particular skills are needed in particular jobs in particular circumstances. Skills are sometimes an advantage, sometimes essential and sometimes irrelevant. The same is true with Welsh.
