The development of bilingualism is about equal opportunities. It isn't about promoting the Welsh language but rather about promoting what is good for Welsh speakers.

The Welsh Language Act had cross-party support when it was passed by Parliament, and leaders of every political party at the Assembly have signed a document declaring support for the Welsh Language and undertaking not to use the language as a party political football.
