Can bilingualism alienate people who are unable to speak the minority language?  

Bilingualism does not alienate anyone. It poses no threat to English-language services nor does it undermine the needs of monolinguals. The development of bilingualism includes everyone.

Bilingualism coincides with other inclusion policies such as race, gender, disability, sexuality etc.
If people feel threatened, it shows that they have language awareness training needs.
